With reference to the discussions which have been

proceeding on the general question of liability for requisi-

tioned and other craft lost at Hong Kong, I enclose for your

information copy of a letter which I have sent to Severs of

the Admiralty which briefly summaries a report which we have

received on the matter from our Representative at Hong Kong.

I shall be glad to receive your views on the

question of liability raised in the Report and on the suggested

appointment of a local Committee to negotiate settlement of

claims.
